International Flight With The "Pink Copy" Of The Aircraft Registration Application?

A pilot who recently acquired a new Cessna 206 on floats asked me whether he could fly the aircraft into Canada while he was still operating using the "pink copy" of the aircraft registration application. The short, but incomplete, answer is "no". In order to operate a U.S. registered aircraft internationally, the aircraft must have a valid Certificate of Registration on board during the flight(s). The "pink copy" is not valid for border crossing flights.

However, if a new aircraft owner wants to use his or her aircraft in international flight, when he or she submits the required registration documents (e.g. aircraft registration application, bill of sale or other evidence of ownership, etc.), a request for expedited processing of the registration may also be submitted to the FAA. The FAA will then issue (usually within 72 hours) a temporary authorization or "fly wire" that will allow the aircraft to be operated internationally before the new certificate of aircraft registration is received.

Newly purchased aircraft still subject to Maine "Use Tax"; joins other Use Tax states

The state of Maine upheld recent legislation that would bill owners a "use tax" on newly purchased aircraft.

Aircraft that qualify for the use tax must have been purchased in the previous year and weigh less than 6,000 pounds.

Other states that are currently billing owners that operate aircraft in their states are Florida, Washington and Illinois.

Severe Use Tax on Aircraft Visiting Florida

Florida's Department of Revenue may charge you a "use" tax of approximately six percent of your aircraft's assessed value. This particularly affects non-resident owners whose aircraft are being flown inside Florida for the first time. The new state government initiative is now about six months old. This use tax does not take into account any sales tax paid, even if the airplane was purchased in Florida.

Apparently, the greatest risk is to aircraft that have been purchased (used or new) within the previous six months. It has been reported that owners have returned to parked airplanes to find a Florida DOR bill attached.

A $200,000 airplane would result in a use tax of about $12,000!
